The "Television without frontiers" Directive (89/552/EEC) establishes the legal frame of reference for the free movement of television broadcasting services in the Union. The term "broadcasting services" covers all television from point to multipoint (q.v.), and includes therefore encrypted Pay-TV (q.v.), pay-per-view (q.v.) and near-video-on-demand (q.v.).
