Definīcija:

Horizontal directives are those which apply to a range of products or services: vertical directives apply to a narrower area. For example, the Food Labelling Directive 1979 applies to the labelling of many products right across the food sector, and is thus horizontal. By contrast, the Jam Directive regulates jams and preserves, laying down a recipe for what can be called jam or extra jam (with higher fruit content) and how it must be labelled: it controls jam 'from top to bottom' - and is thus vertical.
