Contract for pecuniary interest concluded in writing between a contractor and a contracting authority (q.v.), the object of which is either the execution, or both the execution and design, of works related to one of the activities referred to in Annex II or a work defined in (c) below, or the execution, by whatever means, of a work corresponding to the requirements specified by the contracting authority.
