The Phare and Tacis LIEN programme to help disadvantaged groups is an initiative of the European Commission to support non-governmental organizations (NGOs) working in the social sector. The main objective of this programme is to stimulate and develop the activities of NGOs in favour of those deprived communities in both urban and rural areas which have little or no access to any other means of relief or have up until now limited prospects for social promotion.
